On Wednesday night, Michigan State Police troopers were dispatched to a vehicle on 37 RD near 13th Street in Selma Township.

When they arrived, they found 41-year-old Joseph Guadalupe Rangel from Ludington, passed out behind the wheel of his vehicle. It was running with the keys in the ignition and parked on the side of the road. Rangel was breathing and appeared to be asleep. He eventually woke after troopers had to yell several times to wake him.

State Police say when troopers asked Rangel for his driver’s license, he handed them a five-dollar bill from his wallet. He then tried to hand the trooper a hundred-dollar bill instead of his license.

Troopers detected a strong odor of intoxicants while speaking with Rangel. When he was asked to exit the vehicle to perform sobriety tests. He complied, but refused to perform sobriety tests.
Troopers placed him under arrest and lodged him in the Wexford County Jail.

Rangel was arraigned in Wexford County for one count Felony Operating While Intoxicated Third Offense, one count Driving While License Suspended, and Habitual Offender Third Offense Notice. His bond was set at $25,000 and his next scheduled court appearance is on July 5 at 2:00 p.m.
